In 1985, VCCI (Voluntary Control Council for Interference by Information Technology Equipment )was established by the four industrial members under the governmental guidance and started voluntary control on emission from ITE (Information Technology Equipment)
VCCI firstly started its operation with receiving conformity verification report that was based on self declaration. Then, from 1992, VCCI switched to the laboratory registration system that had a focus on the examination of the testing laboratory based on the documents in accordance with CICPR 16.
In 1998, in order to be consistent with the international laboratory accreditation system, VCCI laboratory accreditation center was established, which performs laboratory accreditation in accordance with ISO/IEC Guide 58 and Guide 25.
For the time being, the former measuring facility registration system and the new laboratory accreditation system was decided to co-exist.
In 1999, VCCI Laboratory Accreditation Center was separated from VCCI and incorporated as Voluntary EMC Laboratory Accreditation Center (VLAC) to have stricter accordance with ISO/IEC Guide 58.
VLAC will utilize technical expertise created through VCCI laboratory registration system, perform laboratory accreditation in accordance with ISO/IEC 17025, and keep trying to contribute to the sound development of Information Technology oriented society.
